Smart Surveillance Solution for One of the Biggest State-Owned Agency for Industrial Development in India
How we bolstered the safety of the workers as well as residents in the remote industrial parks of the state
Industrial parks, when situated in isolated and far-off regions, are an ideal ground for mishaps. And these mishaps happen at an elevated rate when the population traveling and residing around the park is less educated and ignorant.
Because most industrial parks ARE far away from the urban centers, this is a fairly common problem. Meet our client - a steadfast and development-focused state-owned agency to promote the industries. Let us call them Parks - a made-up name. We will refer to them from now on as Parks.
What Is Parks and What Does It Do?
The main objective of Parks is to develop the industries in one of the states of India. They facilitate them by providing infrastructure and amenities for smooth functioning. Identifying and planning suitable lands to build industrial parks for these industries is also a part of their job.
They have built 19 parks across the state, segregated into five regions.
Keeping the Infrastructure, the Workers, and the Women in the Regions Safe - A Challenge for Parks
Parks faced significant damage to their infrastructure because of a lack of discipline from the people passing by on the highways, the traffic accidents, and the lack of surveillance. There were several cases of graffiti and vandalism. It resulted in frequent repairs or building the damaged infra from the ground up.
There are many blind spots in and around these industrial parks. And it is a task to monitor them and keep them safe. And tenants, especially women, traveling back from work later during the day feel unsafe. There had been instances of harassment.
Cases of hit and run during night shifts, garbage disposal, pollution, parking hazards, heavy vehicles constantly moving through, restricted regions - keeping an eye over all these was a task for the authorities at these parks. Recruiting more men was not a solution. They can easily be corrupted.
Hence, they decided to implement a smart surveillance solution. Arche came aboard to do it.

Deploying a Real-Time CCTV Monitoring Solution
Our team deployed a comprehensive CCTV surveillance system with integrated video analytics for proactive monitoring of the parks across the state.
CCTVs Connected via a Wireless Core Network
First, the team assessed the scope of work and the network and bandwidth requirements to cover 19 parks spread across a vast area. Because of the geographical and physical limitations, we created a wireless SD-WAN-enabled network core to connect all the CCTvs. We installed 1000+ CCTVs across 19 parks to cover the desired areas and blind spots.
The network architecture enabled multicast data transfer and communication, with built-in redundancy to avoid failovers and maintain its functionality. We connected 400 junctions with Point-to-Point(PTM) and Point-to-Multipoint(PTMP) wireless network architecture.
We did consider optic fiber, but it would affect the reliability. The industries, heavy vehicle traffic, and the lack of discipline in the residents meant the fiber network was more prone to damages - intentional or unintentional. It would have left the solution ineffective, and would not have served its purpose of being a robust and reliable way of surveillance.

Command and Control Centres for Real-Time Surveillance and Control
Every region has its local command center to have complete visibility for rapid responses and control over the happenings inside and outside the parks. We also created a central command and control center (CCC) at the main office of Parks. SD-WAN network connected all the local CCCs with the central CCC.
The central command and control center also houses a video wall, the smart rack data center with built-in firewalls, and the server.
We also equipped the central CCC with CCTV video analytics. The intelligent CCTVs enable edge analysis, minimizing latency. Along with the central CCC, the local CCCs also record the footage. The system can record 200TB of footage. We used advanced VMS software to make everything seamless and intuitive to control and manage.
Alternatives?
To employ more people to patrol the regions? Sure. But how effective would that be?
Drones? Maybe. But they will not reach the blind spots located deep into the woods. And they would need someone controlling them all the time. It sounds like a cool and futuristic solution. But it is too cumbersome, unreliable, and difficult to upkeep.
What Was the Impact of This Solution?
It has made patroling the mishaps a lot easier and proactive. But it has impacted a lot of people and enabled a lot of other things.
Some of the functionalities are parking fines, traffic management, and denying blacklisted vehicles entry. They have considerably reduced the chaos that happened earlier because of careless driving and parking of large lorries. Video analytics enables attributes-based search. It helps find a particular incident by searching for its attributes, say a red car.
The project officer, who is in charge of the park, is the most benefitted authority. There is no need to travel to inspect the regions unless necessary. He can now view the park from his office. It also prevents trespassing and helps in catching vandalizing goons.
The biggest beneficiaries are the workers and the tenants of the industries, especially women. They feel safe working late and traveling late to their homes. And that feeling of safety and reassurance is what they need.

… the solution looks quite straightforward. But it had its challenges - the scale and area it covers. But the number of people who felt safe after its installation makes it worthwhile.
